Small businesses will have to wait several weeks to use a new online system to buy health insurance, The Des Moines Register reported.  The new Small Business Health Options (SHOP) exchange, the online marketplace for small businesses, which was supposed to launch Oct. 1, will not be available until Nov. 1, Iowa Insurance Commissioner Nick Gerhart said. Until then, applications for policies on the new SHOP exchange will only be available using paper documents or by telephone, federal officials said. The SHOP marketplace is open to employers with 50 or fewer full-time equivalent employees.
