Charles R. Wolle, a semiretired federal judge in Des Moines, tops a national list of judges for attending legal seminars that are sponsored by corporations or politically active nonprofits.

Wolle tied with an Alabama bankruptcy judge as the most traveled judges in the nation, according to a report released by the Center for Public Integrity.

The seminars are intended to improve the judges' understanding of various issues and the law, but some critics are concerned that they also could be a way for groups to influence the outcomes of cases that end up in federal court,
