Developer Jake Christensen plans to move the 133-year-old, state-owned Norden Hall rowhouse from 709 E. Locust St. to a city of Des Moines redevelopment site at 425 E. Grand Ave., according to city documents. The City Council will vote today on the project, which would add a restaurant and offices to the building's use. The estimated costs of the development are about $1.2 million. The redevelopment proposal depends upon a state of Iowa grant of $250,000 to help move the building from its current location. The City Council also will be asked today to approve a renovation plan for Nollen Plaza along with a $400,000 economic development grant for the $11 million project. Des Moines Performing Arts has raised most of the funds needed to complete the project and endow its future maintenance and operations through soliciting private donations, according to a staff report to the council.
