Des Moines architect and developer Kirk Blunck owes more than $1 million to the city of Des Moines on overdue loans he received in the 1990s to restore two abandoned buildings in the East Village, The Des Moines Register reported in a copyrighted story. Although the Teachout and Hohberger buildings now have tenants, Blunck said the revenue has not been enough to repay the loans and he wants the city to reconsider the loans' terms. City officials counter that Blunck has been "an uncooperative borrower who won't make the payments."
