Of five proposals from developers, Des Moines city staff have recommended a proposal for a grocery story, apartments and a parking garage to replace a city-owned parking lot at Fourth Street and Court Avenue, reports DesMoinesRegister.com. The proposal from Knapp Properties and Hy-Vee will be presented to the City Council Monday. The Register reported that two councilmembers say they will support the plan because it already has financing and a guaranteed major tenant with Hy-Vee.
