A $250 million casino proposal in Davenport was announced this weekend just days before the City Council is scheduled to approve a non-exclusive development agreement with another group, the Quad-City Times reported. Clairvest Group Inc. and Rodney Blackwell's Davenport Casino Group proposed a project on Saturday that includes a casino and 360-room hotel. On Wednesday, the council is expected to approve an agreement with Dan Kehl's Scott County Casino LLC, which is attempting to buy the Rhythm City Casino from Isle of Capri Casinos Inc. by an Oct. 15 deadline. Some aldermen say they need to see more information from Blackwell's group, and some have indicated they wouldn't be against a competition between the two groups.
