    The Des Moines City Council voted Monday to have the city attorney and city manager determine whether Minneapolis-based Sherman Associates Inc. is in default on the seven-year-old development agreement for the River Point West area that lies south of Martin Luther King Jr. Parkway and between Southwest Ninth and Southwest 14th streets.
