Planned job cuts declined in July, as employers announced plans to reduce payrolls by 37,701 workers, down 4.2 percent from June levels, according to outplacement firm Challenger, Gray & Christmas Inc., MarketWatch reported. A government report showed the number of people who applied for new unemployment benefits fell by 19,000 to a seasonally adjusted 326,000 in the week ended July 27, marking the lowest level since January 2008, MarketWatch reported.
