One report today from CNN Money said small business owners aren't ready to hire, another one said just the opposite. According to a recent Business Confidence Survey by Insperity, more than 40 percent of small business owners are adding employees, up from 28 percent in October. Another 55 percent are maintaining current staffing levels, down from 63 percent last fall; and 5 percent are laying off employees, down from 9 percent in the fall. A total of 74 percent of respondents said they are either meeting or exceeding their 2013 performance plans, up from 71 percent in the last survey.
