The board of the Des Moines Area Regional Transit Authority, or DART, is considering an increase in the property tax cap to $1.95 per $1,000 valuation, up from 95 cents per $1,000. The level is set city by city, but the limit is set by state law. Commissioners will seek comments from residents of area cities and rural areas and will report back at the DART board meeting Oct. 2.
