The West Des Moines City Council this week approved a site plan for the construction of a 15,600-square-foot building at 329 Fifth St., in the Valley Junction business district. The three-story structure will include 16 apartment units on the second and third levels and retail on the first level. An existing building on the site will be demolished, according to information provided to the council. Junction House 329 LLC, managed by Scott Cutler, purchased the property in January for $290,000, Polk County real estate transaction records show. The property in 2019 was valued at $186,300.
