Terry Branstad announced Tuesday that he had joined other governors in a lawsuit challenging a federal Waters of the U.S. rule, calling it a regulatory “overreach” that creates barriers to water-quality improvements and harms Iowa farmers and small businesses, the Quad-City Times reported. Branstad joins in support of 13 other states.
