An analysis by the Iowa Association of School Boards contends that 270 school districts would receive less than the amount needed to meet a 3 percent growth in their district’s budget under aid proposals from Gov. Terry Branstad and Republicans in the House of Representatives. The average for salary and benefit settlements during the past three years was 3.6 percent. At the rate proposed by Gov. Branstad and House Republicans, nearly 80 percent of the state’s school districts will actually have to reduce funding to meet those anticipated cost increases, IASB says.
