What does the net neutrality ruling mean?

A federal appeals court ruled on Tuesday against the Federal Communications Commission in the “net neutrality” case. This CNN article lays out what the ruling could actually mean. It essentially gives broadband providers the ability to charge more to Web companies that use a high bandwidth, such as the video-streaming service Netflix. If that happens, there is speculation that the cost could get passed on to consumers. CNN reports. Or, says this article on AdAge, the costs could get passed on to advertisers.
