Charges filed in film case
Attorney General Tom Miller filed criminal charges against four defendants in the Iowa film case.
Former manager of the Iowa Film Office Thomas Wheeler of Indianola was charged with felonious misconduct in office, fraudulent practice and conspiracy. Iowa Film Production Services head Bruce Heppner-Elgin of Washington, tax credit broker Chad Witter of Bettendorf and PBS television star Dennis Brouse of Plattsmouth, Neb., were all charged with counts of fraudulent practice, first-degree theft and ongoing criminal conduct.
Iowa’s film tax credit program was suspended in 2009 after an investigation found mismanagement and fraud, including $25 million in improperly used tax credits.
