Two Minnesota fundraising groups must change their Iowa fundraising practices, under a formal agreement reached with Attorney General Tom Miller. The organizations, Public Safety Council, LLP and Community Safety LLC, both based in Minneapolis, their subcontractor, Safety Services LLC of St. Paul, and their principals, J. Michael Callan and Robert T. Callan, allegedly used deceptive tactics and misrepresentation in fundraising on behalf of at least three Iowa law enforcement associations, including the Iowa State Police Association, the Iowa State Reserve Law Officers Association and the Iowa Peace Officers Association. According to Miller, the groups also retain 85 percent of the amounts raised and only 15 percent went to the charities. Under the agreement, the organizations must stop making false and misleading statements and meet a number of requirements, such as providing recordings of calls to the attorney general’s office upon request.
