Des Moines, Hy-Vee reach agreement on hours for downtown store

Hy-Vee’s grocery store on Court Avenue in downtown Des Moines will operate with sharply reduced weekend hours under an agreement expected to be approved by the Des Moines City Council on Monday. The hours of operation of the downtown grocery at 420 Court Ave. had been reduced in February without notice to the city. A Hy-Vee spokesperson told the Des Moines Register in February that the reduction in hours was due to an increase in loitering and theft. The store, which opened in 2017, was required to be open from 6 a.m. to 11 p.m. daily under a development agreement between the city and Hy-Vee and Knapp Properties, which developed the site. In February, the store’s hours were changed to 8 a.m. to 6 p.m. daily from 6 a.m. to 9 p.m. After an outcry from downtown residents and others, the store’s hours were adjusted to 7 a.m. to 7 p.m. daily. Under the resolution expected to be approved by the council on Monday, the store would be open from 8 a.m. to 8 p.m. Monday through Friday during daylight savings time. The rest of the year, the store would be open from 8 a.m. to 7 p.m. Year-round Saturday hours would be 8 a.m. to 6 p.m. and on Sundays, noon to 6 p.m. The resolution states that the minimum required hours of operation would be in place for two years. After that time, the store’s hours would return to 6 a.m. to 11 p.m. daily. Also included in the agreement is a requirement for the store to include at least 20,000 square feet of contiguous space.
