A directive from President Donald Trump to pause trillions of dollars in federal grants, loans and other financial assistance was issued Monday night by the White House Office of Budget and Management, setting off concerns and confusion Tuesday among public, private and nonprofit entities that receive federal dollars about the effects of a pause and how to implement it.

Trump administration officials said the order was necessary to ensure government spending aligns with the president’s initial throng of executive orders, the Associated Press reports.

Here is where the situation currently stands.

The order was set to take effect Tuesday afternoon but was temporarily blocked by a federal judge in response to a lawsuit from the National Council of Nonprofits. The stay lasts until Monday afternoon when another court hearing is scheduled.

White House officials said Tuesday that programs providing direct assistance to Americans, such as Medicare, Social Security, student loans and food stamps, would not be affected by the pause. However, multiple states reported their portal to receive funding for Medicaid and other programs stopped working Tuesday before the order was set to go into effect, per the New York Times.

U.S. Rep. Zach Nunn shared a statement Tuesday evening in an email to constituents, saying the White House had provided new guidance around what types of federal funding would be affected by the freeze.

“According to additional guidance from the White House, this freeze will only impact programs related to foreign aid, nongovernmental organizations, diversity programs, gender ideology initiatives, or the Green New Deal,” the email said.

A group of Democratic attorneys general from 22 states and Washington, D.C., have also filed a separate lawsuit seeking to block the order and permanently prevent the administration from cutting off federal funding.
