IEDA board approves assistance for projects in Perry, Belle Plaine

The Iowa Economic Development Authority has approved financial awards to an axle manufacturer and spice maker, projects that will create a total of 61 jobs in Central Iowa.

The board approved a $500,000 forgivable loan and $300,000 in tax credits to ADR Axles USA Inc. The company plans to build a 54,000-square-foot production facility in Perry, where it will create 35 jobs, a dozen of which will pay $31.10 per hour.

ADR is an affiliate of ADR S.p.A of Milan, Italy, and the Perry facility will be the company’s North American headquarters.

The company produces axles for farm equipment manufacturers such as John Deere, Massey Ferguson, Case New Holland and Kinze Manufacturing.

According to IEDA board documents, the estimated project cost is $14.65 million. Construction is expected to be complete in November 2026 with equipment installed by the end of 2026.

The project will also receive a Tax Increment Finance package from the city of Perry valued at $800,000 over 10 years.

The IEDA board also approved tax credits totaling more than $789,000 to Frontier Natural Products Co-op in Belle Plaine for the design and construction of a 90,000-square-foot facility to meet growing demand for its products.

The cooperatively owned wholesaler based in Norway, Iowa, makes natural and organic products, including herbs, spices and essential oils. Products are sold under the Frontier Co-op, Simply Organic and Aura Cacia brands.

Because of that growth, the company needs to add more production and warehouse space. The new facility will also include space to implement automation to reduce manual work and physical tasks for employees, documents said.

The expansion will allow the company to create 16 jobs, six of which will pay $22.18 per hour, and increase the company’s footprint in Belle Plaine to 210,000 square feet. A new parking lot will be developed for employee parking, documents show.

Total project cost is estimated at $30.19 million.

The project will also receive a Tax Increment Finance package valued at $1.3 million over 10 years from the city of Belle Plaine.

Construction is expected to begin next month and be complete by January 2027.
