Building permits valued at $43.4 million issued in February by Des Moines-area communities

Hubbell Realty Co. is preparing to begin construction on a nearly $27 million apartment project in its Bridge District, a residential development east of the Des Moines River and south of Interstate Highway 235.


The city of Des Moines in February issued a building permit for the project, called Level. The permit’s value was $19 million, according to city records.

The permit was one of 40 issued by Des Moines-area communities in February, a review of records shows. The value of the commercial permits issued totaled more than $43.4 million.

Hubbell Realty began gaining various city approvals for the five-story, 114-unit apartment project in late 2019. The City Council approved preliminary terms of a development agreement that included providing the project up to $4.8 million in tax increment financing.

Hubbell officials declined to comment on the project, saying design adjustments were still being made.

The Bridge District, begun in 2015 by Hubbell, includes apartment buildings and townhouses. When completed, the development is expected to be valued at nearly $112 million and include about 1,000 people living in 477 home sites.

Also included in February’s commercial building permits were:

• A $6.2 million permit for interior work for Hy-Vee Inc.’s new store at 351 N.E. Gateway Drive in Grimes.

• A $1 million permit for construction of a single-story retail building at 1300 N.W. 36th St. in Ankeny. Site plans for the project show a 24-hour fitness center will be located in the new structure.

• A $1.2 million permit to remodel a former Slumberland store at 2559 E. Euclid Ave. into a facility for Experience Church of the Open Bible. The church recently sold its facility at 3800 E. Douglas Ave. to Hope Ministries, which plans to open a homeless shelter on the site.
