Des Moines City Council to discuss TIF districts

The Des Moines City Council will vote today on whether to approve a tax increment finance district for an area of the city that borders Altoona and discuss creating a similar district for an area that includes Southridge Mall, whose value for tax purposes has undergone a dramatic decline in recent years.
