Hubbell Realty Co. is preparing to build out the second phase of a project that initially went bust when the Regency development companies folded in 2008. Hubbell acquired former Regency land and will build 206 market-rate apartments, to be called The Winhall at Williams Pointe. Steve Niebuhr, Hubbell senior vice president, said the apartments will complement condominiums that were completed by Regency. Hubbell will break ground on the apartments May 16.
