Miller, who has previously led multistate pressure on the tobacco industry in 1998 and 2014, was tapped in April 2018 to lead Juul’s expert panel to combat underage tobacco usage, which came with $30 million pledged by Juul, which makes electronic cigarettes. “We should do everything possible to dissuade kids from using e-cigarettes, as we have successfully done with combustible cigarettes. But we should not overreact, either,” Miller wrote.
