Legislature to convene for 2023 session Monday

Iowa lawmakers will convene on Monday to start the 2023 legislative session, and their focus will likely be on the state’s workforce and how to attract new residents to the state and make Iowa more competitive.
In interviews and comments made before the start of the session, lawmakers listed child care and housing as priorities for the 2023 session, along with education, mental health, and creating an inclusive and welcoming climate in Iowa.
Lawmakers are also expected to tackle property tax reform, building off individual and corporate income tax reform passed during the 2022 session.
Business groups have listed similar priorities as they look to address the state’s ongoing workforce shortage. They will also advocate for greater focus on technology in 2023, including connectivity, cybersecurity, data privacy and business growth, including funding for programs that drive innovation.
Tort reform to better protect companies from frivolous suits is another priority of the state’s business community.
“We’re not talking about shielding completely, but we’re talking about limiting the capability of bankrupting potential companies that would cause great economic harm,” Joe Murphy, executive director of the Iowa Business Council, said in announcing the group’s legislative agenda for 2023.
The tone of the session will likely be set during Gov. Kim Reynolds’ Condition of the State Address, scheduled for Tuesday evening.
Two business groups also plan legislative receptions next week for members and lawmakers.
The Greater Des Moines Partnership’s opening night reception is Monday evening at the Conservatory. The Iowa Association of Business and Industry is hosting its legislative briefing and reception on Wednesday at the Iowa Events Center.
The Legislature is scheduled to adjourn on April 28, the final day per diem expenses are paid to lawmakers.
