But it was just a matter of time before the property across from Noah’s Ark Restaurant & Lounge was developed. Minneapolis-based development company Roers Investments has a contract to buy the 2 1/2 acres where the closed China One Buffet sits. The owners told KCCI they plan to build a $35 million project with four retail spaces for bar/restaurant/coffee shop-type places mixed with apartments and townhouses, totaling 150 units.
