Word is out and out and out that Outlets of Des Moines is meeting its construction schedule in Altoona, but what might not be as well known is that in recent weeks the city has grown by nearly 210 acres on the southeast side of town and is set to add another 215 acres to the northwest.The state’s City Development Board has approved the annexation of the 210 acres, which will see residential development sprout up in phases. Developers of single-family, owner-occupied homes can decide whether to take advantage of a 10-year, sliding-scale tax abatement that begins at 75 percent of the improved value and ends at 15 percent. The area is east of Northeast 80th Street between Northeast 27th and Northeast 38th avenues. According to a resolution passed by the City Council, the land is needed to add to the city’s inventory of land that can be used for residential development. On Nov. 16, the City Development Board will have a public hearing on the city-supported annexation of a 215-acre area that abuts the northwest side of the Facebook Inc. property north of Interstate 80. City officials aren’t talking much about potential uses for that site, although the Planning and Zoning Commission was set to consider a rezoning of a large chunk of the property for light industrial uses, Facebook and the owners of the great majority of the land to be annexed sought the annexation, according to affidavits filed with the city.
